I don't think the system itself is bad, I think the implementation was.
The purpose of commendations was to give players the power to have a say in other people's progression. Really, all you should have to do is provide an enjoyable experience for another player to get a valid commendation. I think that would probably work better than what it currently is.
Currently, the admin team needs to approve any commendation that is given to people, even though there's already a hard limit in place. This is counter-intuitive to the original purpose.
What are your thoughts, and how can the system be improved upon?

Commendations in and of itself won't work because people are greedy and self centered, and honestly noone will admit that they are. I probably won't be popular for stating it but it's how it is. Main people who hit commendation are the Eventmins, main people players will commend are people in their clique because they don't want potential rivals rising up to compete with them.
And yeah then it goes back to requiring admins to approve them, which takes the possible say that players have in someones progression away because admins can easily say no for what ever reason, or just not check.
My thoughts on the system is it would be better if players would more freely hand out commends, because if the person oocly don't like you or if you aren't in their clique then it doesn't matter how great of an RP you make or how good you are, you won't get a commendation.
