Many of the PB has pointed out how little we get to use Ninjutsu due to how fast our reserves run out, even with T2 Reserves and at D+.
Obviously, even if the rules are optional, some Taijutsu guy is going to whine for you to use it.
My suggestion: Buff each reserve tier by 2-3 C-ranks worth of jutsu. It benefits CQC users, it benefits Ninjutsu users, and makes sure we don't auto lose after 3 turns.
Heck, even at T4 vit I hear that it feels very restricting.

Since staff is planning to make changes to the reserves system, we're looking for feedback on this. If you have input, please don't hesitate to throw it in this thread. We'll be monitoring it if it's used actively.

Honestly, I'm of the opinion that it's fine as is - first and foremost, it's a system that doesn't even need to be followed. Yes, you'll get some people that are going to force it, but that brings in a second point... I don't really feel like it's meant to be VIABLE to be pure ninjutsu at the D-rank spectrum. You're meant to have SOMETHING to supplement it, CQC, bukijutsu... or just face the fact that you're gonna suck 'til you're a bit later on, when you're going to get really good. It's a trade-off.
But hey, what do I know

Buff the later tiers for sure (Jounin shouldn't drain out/be close to draining out with two B-Ranks), but most of the complaints are coming from those whom are pure nin at D/D+. They aren't supposed to be tossing out a ton of jutsu yet. They drain out many are experiencing right now is because they don't fight smart and spam jutsu.

I personally like the reserves system as it is currently since it doesn't enable characters to just throw out jutsu freely and rapidly as if they don't have a limit of their chakra reserves in the first place. I've honestly rarely seen anyone roleplay a form of exhaustion from running out of chakra or needing any sort of supplementary source to keep them in a fight with like soldier pills or whatever, I personally think it should stay as it is now.

Give character grades higher amounts. A base S rank ninja shouldn't be incapable of using an S rank technique. Not to mention, if this is for taijutsu stamina AND chakra? Yeah, come on. Having the base amounts per grade that low is just silly. And I still think having some sort of chakra control / stamina equivalent stat reducing the effective cost of techniques would also help out.
Original cost - Chakra control tier, to a minimum of half. Or maybe 3/4. So an S rank would go down to a minimum of 16 or 24.

Make Sagi jutsus require more chakra. From what I seen from how the Sagi's use their clan stuff. A D rank Sagi using a C rank clan tech can control up to 10 Kunais with each doing C speed and C damage for separate instances for one instance of drain. Make it where the more things they control or the larger thing that they control the more chakra they have to use. And find a way to limit the damage the smaller objects can deal to keep them from just going lolfloodingyouwithdamageforfree.

I’d like mid-to-later tiers of Vitality/Reserves just slightly tweaked to be a bit more forgiving. Having hard limits at high grades can make things a bit unfun if you’re not sitting here optimally planning out a three-step KO plan and just trying to make something more fun.
I’d love to freeform reserves with everyone (and I’m totally fine with doing that at all points IC if you run into me) but I know not everyone is going to be forgiving about it.

I would like to reinforce that this chart is OPTIONAL and that Shounen Freeform (aka, so long as it's cool go for it) is standard so long as all parties agree.
