Gen 1's should still get the summons in fact I'd lean towards they're more likely for them. As for Jinch I could compromise on "newer" gens getting them over Gen 1s simply as a catch up.

I don't like the idea of limiting people to 3 professions. Having 20 jutsu in one profession, rather than spreading your jutsu over multiple professions, isn't great. You end up getting 'situational' jutsu that you never end up using.
On the other hand, you could save points instead of getting 20 or so jutsu for your profession, but then you're limited in misc perks, so the points just don't have anywhere to go.

Piggybacking off the other suggestions but maybe make it so C- you can get 2 T2 Cores, then at C+ you can get your last 2 T2's. Makes C+ a bit stronger and increases build diversity. C genins aren't quite as skilled as B- jounin either. I like the idea of a limit of T3 miscs. Maybe so 3 T3 Miscs at B-, excluding uniques. Then +3 T4's at A-, which means you get 3 separate T3's. Could also do it so you can get 3 maxed out professions (3 T2 professions at C, 3 T3s at B-, 3 T4s at A-) then ur last few professions as the tier lower. I don't think every element should have seal mastery either, maybe just nerf the suiton jutsu seals.
Otherwise good job.
As for Shunshin, just a question: why can't it be an escape technique (and be the only tech with tiles)?

Jutsu that give inherent buffs need to be rebalanced. Gates, RnY, domu, etc. Currently I feel the only way to contend is if you gank them or have one of those yourself. I also think first gens shouldnt be punished for being first gens, instead make catching up more viable, and make DRs better, so people dont get stuck in a limbo where they cant achieve anything because theyre too weak.

I think that profession nerfing is a bit extreme. People only ever being able to get up to 3 would, I imagine, feel really stale after a while. Having 2 for most of your life until you reach B- would just make you feel like a one-trick pony in my opinion, honestly. I'm comfortable with the current system, but if it'd be lowered I'd just suggest lowering the max to 4.
Even if other elements don't need it as much as suiton, I don't think that makes them less viable for mastery seals. If you've gotten a certain mastery in an element you should be able to find out how to make shortcuts regardless.
The gen 1 thing is a bit odd to me. I don't think it's exactly fair to lock them off from certain uniques just because they joined the game first. They're viable to have CS, jinch, and the big three summons. The first two are likely only up until...like maybe the first TS? Then gen 1's likely won't be touching CS or jinch as admins will then focus on newer players for consideration. So on and so forth. As for the big three it just doesn't seem like makes much sense to me to keep them away from them. They'd just be able to make better use of their contracts' power sooner and you're likely not touching Sage Mode regardless until you're a rather high grade. On top of that, like Tensa said, it's punishing gen 1's for being gen 1's; seems a little unfair.

I think maybe we can open the flexibility of custom techniques. It's just a suggestion but maybe instead of downright denying custom techniques that people come up with. Possibly work alongside them to even it out maybe? Suggest a few ideas that can be thrown in or some stuff that maybe needs to be taken out due to balancing purposes. I know a few admins really do not have time for this and in defense maybe create a team who can actually get this done. This will increase the time it takes people to get their custom techniques while also allowing players to in fact get what they've truly desired, killing two birds with one stone.
Unless it is ridiculously overpowered, hehe!
But this is just my thoughts, maybe admins have already been implementing this with other characters? But for me it is either a straight answer, a yes or a no with a rather vague explanation as to why it was denied leaving me stumped as I cannot even respond because they have already locked the App and moved it. With very few in between where I've been given a chance to express myself.
I also feel like a team should be made for checking applications because I found more time than not admins not even reading some of mine, maybe they have but from some of their responses it makes it feel as if they completely and utterly just skimmed through the techniques description and drew their jurisdiction over that and the other responses? Just a 'Denied' and have it locked once again before I even get the chance to express myself.
Again, these are just my opinions, feel free to quote me on anything for better understanding and this isn't written with any malice or ill intent towards the admins, they are doing a great job as it is but since this is a post for some ideas? Maybe these ideas can help balance out the game a bit better and make people not feel completely useless.

Don't treat Uzumaki like non-clan. They get +1 Fuin logging, all of their Uzumaki unique techs, Vitality, Healing Bite, Etc, Etc. If an Uzumaki applies for a unique that is in no way Uzumaki related that's gonna lock somebody else out of it, say no. Please.
Getting Jinchu can be an exception to that if they have the chains, thus making it easier to master their own bijuu but that's pretty much the only exception I can think of.

It makes zero sense to have less experienced, younger shimobi reach the same rank as the older generation until late late late! By the time gen 3-5 was hitting B- to B, I honestly believe that Red should’ve been been A Rank.
It gives more incentive to the later generations ofc, and allows gen1 to keep considerable power but slightly less diversity and spread than later down the line. Admins get to decide which uniques are huge and should be held off, but saying that Sage Mode and full power thresh of a particular unique should be restricted at the rank....
Sounds ???? To me.

core perks are so easily obtainable and effortless, that everyone is typically at the same stat depending on their...'rank.' taijutsu is made useless if you're not a clan or a rank, or just happen to have gates. Raise perk prices by one point to implement a feeling of contemplation when players purchase perks, instead of "Oh wow, all the t1's are one point... lets just get everything!11"
also genjutsu would probably be fixed in this sense, as people wouldn't be dumping points into it because they 'lolcan.'

In Naruto itself, most people outside gates-users/Hyuuga/true tai-specs honestly were roughly even-ish when Taijutsu fighting with people around their level (Sakura vs Ino, Third Hokage vs Orochimaru, etc). While I agree taijutu should not be useless, it honestly is NOT useless if you actually acquire powerful jutsu for it or specialize. If you're not a tai spec, why be entitled to being able to fight a Hyuuga on equal terms? Or a gates user? Most of the problems people seem to have here balancing wise are not really about the amounts of professions we have. They're about the lack of sufficient investment in customs and coherent builds (whether it's too many customs - even canon jutsu - being denied without being given a chance to work out) or the gap between generations not being handled well. I do agree with SeraphicDivination. I'll add: Day 1's should reach A Rank. For a Day 1 gen Kage-char to be B+ even 3 - 4+ months after the wipe's start is wrong imo. At that stage, there should even be some very rare, few S Rank like Jiraiya, Orochi, Tsunade who did epic things and impact the story in an epic way. At the same time, it's up to players to balance their own builds and characters. There are many "random" custom jutsu in addition to uniques people can get as they grow that create counters or innovative ways for a char to stay "on brand" without being too much of a "jack of all trades Senju". Though tbh, Im not sure what this refers to. All ninja are supposed to have stealth skills (even Naruto snuck up on Kakashi in the first 10 episodes . . .). All ninja are supposed to know Taijutsu to some extent, though not all of them have very good Taijutsu techniques. As it is now, it's largely not super possible to be C grade and be that well rounded if you're a genuine specialized char (my Hyuuga herself sucked at bukijutsu and only knew some medic/elemental/gen for supplementary reasons, but otherwise was pure tai with no stealth perks b/c it didn't fit her char as a skill set).

people complaining about not being taijutsu gods because they spec solely into taijutsu while others have multiple profs
just app for taijutsu uniques/customs?? rny, general nintaijutsu, gates, ces, nadeshiko style - there's more than a few things that can separate you from the average taijutsu user without having to take profs from people and limit everyone's usefulness

It's kinda common sense if you're running in with just your dukes in a world where people can throw out a big fireball in as little as x handseals that you're gonna get bodied. That said, there is an argument for people that are heavily ninjutsu or some other spec not being able to get T3 taij. Often when you're a heavy cqc'er, you have to egg out your win with your unique and skillset since people that'd typically be weak to being cqc'd and dove on aren't due to the abundance of build freedom - thus allowing them appropriate perks for surviving longer than they probably should birb

Where do you draw the line though? At the upper end of the power distribution (B+, A, S grade chars), their Taijutsu *should* be better than a T3 C+ grade char. Chuunin exams Sasuke isn't beating Kakashi, Gai, or even Asuma in a Taijutsu fight nor a ninjutsu fight.
If you're a true heavy ninjutu or other spec user, you likely have uniques/customs/points spent in that profession. The trade-off to spreading out is you still invest points where you could have built up a more limited amount of professions better. But if there's balancing that needs to be done, I'd like to hear what the admins propose changing.
