It won't lead to more rule sharking unless a player ain't rping their drains. Most ppl would know only to use it as a guideline. Again it doesn't have to be a strict "you can cast 4 a ranks at B- tier 3 control" guide. But for the most part, unless a jutsu really specifies that it doesn't have a high chakra cost on the card it should be assumed it does(e.g. Sakura magic punch should specify it doesn't cost what most a ranks would on the card. Players shouldn't be made to guess jutsu cost. So set a standard.)

rule sharking is a good thing most of the time because it implies someone was fucking up to be sharked in the first place
dont overplay yourself and know your limits and you'll be fine

a game with only 4 tiers will not benefit from a chakra system. best to leave that vague. there are things like physical/profession perks that need to be more detailed tho.

can we get a clarification for what the heavy weapons profession does? does t3 heavy weapons account for striking speed, or do you also need t3 kenjutsu? do higher tiers of heavy weapons give you increased strength bonuses to your attacks?

heavy weapons profession literally requires heavy weapon jutsu to bring to t3, it basically replaces kenjutsu. obviously you'd swing slower but harder, that's just logic...
